Steering Question

Should I be able to turn the front wheels with the steering wheel when the engine is not running? Tractor is a Farmall 706 wide front.

I interpret from the manual that you should be able to turn the wheels with a high load, or because fluid is acting as resistance? I have no resistance? Steering wheel turns but wheels do not move without engine running.

Once the tractor is running, after the first 30 seconds I have good steering?

Thats about normal. If you were able to drive the tractor the front would steer but you wont be able to overcome the weight resistance if it"s stationery. My 1206 is the same way.
 
If you really wind on it you may well be able to suck up some oil and turn the wheels. If someone has replaced the sump check valve with a plug as some do when doing ta replacement jobs then you will not be able to . The oil does leak down when shut off and in a couple different places so it is pretty normal to have a no steer situation when engine is shut down for a bit.
 
Our 706 did that from new and dealer said that was normal. Otherwise the steering worked good
