Super C Motor surging

Adjusted governor per manual, motor still surges, adjusted bumper spring down and up 1 flat at a time, motor does not respond to any adjustment.
 
The bumper spring could be jammed up with crud or broken. That was the case on my SA when I rebuilt the governer.
 
The rod is free from binding. Manual says set governor control to 3/4 remove rod adjust so pin fits freely, turn yoke out 1 turn reinstall. Does that sound correct? I think or I hope this is the last hurdle I have before disassembling and painting. I want to make it right before paint
 
Improper fuel mixture can cause the engine to "surge". Might want to fiddle with those adjustments to see if it makes a difference.

Make sure you have good gas flow to the carb while you're at it.

Unfortunately a blocked path in the carb can have the same effect - but I'd try playing with the mixture screws before thinking about cleaning out the carb.
 
I did rebiuld the carb and did have on the initial start up 1 little piece of crud go right to the main jet and clog it. I think I will disassemble it again. My manual I bought has everything on rebuilding the motor and carb but the pages for adjstment for carb are not there maybe my initial adjustments are not right, I do notice that the motor does not respond to the idle adjustment

Problem solved! For some reason rocker shaft had a slight binding in it which I didn t notice when I cleaned it, Had another governor housing put that on BINGO no surging. Thanks for the help!
