I had the mag work on I known it has spark OK Had the the tractor running it ran like crape so I put the trimming light on it it was OK so I took the mag off again I found top dead center on the fly wheel, so put the
mag on and complete one turn back to top dead center the mag won't cluck on top dead center. I tried to put the mag back one before and after top dead center still will not click one top dead center. can it the fly wheel be off trimming
 
You are probably on the exhaust stroke. TDC is the compression stroke. Crank until you feel air out of the #1 plug hole and stop when you are at TDC.
 
The piston can come to TDC at the end of either the compression or the exhaust stroke. (4-stroke motor - stroke each way -- it goes up and down twice for every time it fires.) To know you're on the compression stroke (at the top of which you set your timing) stick a finger in the open plughole. If you feel compression under your finger it's on the right stroke. Bring it to TDC on that stroke and carry on with your timing.

If the mag isn't clicking at all, you may have an issue with the impulse coupler -- diff between running and dead start timing, iun which case your mag needs some internal work.
 
You guys I have done that,the first spark plug hole by the radiator I put my finger on until I fill presser on it I put wd40 in the hole too by the radiator and when i see the wd40 come out then take a thin piece of wire in the hole to check the piston.
