Super M runs wide open????

I've been woking on a Super M that as soon as you start it, the engine starts running wide open as soon as it starts. I've been told it's in the governors, but I have never worked on any governors on any tractors. Any one have any suggestions where to start? Would really appreciate it.
 
As Delta Red Indicates, the attachment point of the carb to governor tube is most likely the issue. The cap on the far end of that tube where it turns down into the governor, and the governor plate can be removed to look at internal parts for binding or broken components, but they usually fail such that the tractor will not go above idle, or will not get to rated RPM. Did you aqquire the tractor in this condition or is this a tractor you have had for a while and this condition just developed? Whatever the case as Jim and Delta Red indicated it sure sounds like someone took the carb loose from the governor tube and didn't get the tab coming out of the governor tube back in the slot on the butterfly mechanism in the carb.
 
Yes I did have the carb off, and I remember having trouble getting the governor end into the carb. Thanks everyone for the help!!!!!
