400 Farmall factory power steering problem

Factory set up. Works as long as I hold one of the hydraulic levers engauged (mostly pushed forward), but nothing when I release the lever. I was told it was an O ring, but I doubt it could be that simple, or could it? If so, what O ring? What do you think?
 
There is a rubber plug that goes between the first valve and the manifold (casting also serves to hold up the steering shaft). I believe the plug diverts return flow to J-tube and the steering circuit.

If this is a new installation, you left it out. If the steering worked fine previously, maybe the plug disintegrated. Check the on-line parts book.
 
May be the o-ring on that plug between the valve, but if it has gradually gotten worse over period of time it is the flow divider and there is no o-ring on that valve. The spool is a replaceable part and they often wear out but the bore in the valve body may be worn also and probably would have to be rebuilt then. Some machine shops can do that but I don't know who they are and it would cost 4 or 5 hundred dollars to do so. I have replaced many spools over the years and usually takes care of problem.
 
Best I can tellyou is to get a dedicated pump for the power steering and have a dependable setup. As I remember the power steering requires 3 g.p.m. before the rest of the hyd. system gets any pressure. Behlen make a belt-driven pump to supply there steering units as also char-lynn but you can use most any P.S. pump (they have their own res.) from a pickup truck if you have any mechanical skills. That flow divider never did work the best even when the tractors were new. Armand
