Farmall 656 Hydraulics

I have a Farmlall 656 gear drive and the hydraulics off the auxillary valves are extremely slow. The 3-point and steering both work well. I checked the pressure relief valve by the auxillary valves, borrowing one from another tractor and that seems fine. When I turn the steering wheel with the tractor off, the wheels don't turn, though the steering wheel turns with no issue. Does this point to the flow control valve, as the hydrualics in this tractor drive the power steering first and auxillaries second? Is there anyway to test this, is there something else I should check? Oil level is correct and a newer filter. Any pointers are sure appreciated.
 
The hitch has separate pump, and the flow from it joins aux valve when hitch is not moving up. You could flow rate the aux valves and determine if main pump is delivering flow or not or just worn out. You do that by moving hitch position control lever past normal stop until it stays on demand so all flow from hitch pump is directed to hitch and it will go over hitch relief valve which is separate from main relief valve. First thing I would do though if you do not have a flow rater available is take off the large hose from main pump to steering valve and look inside at the orfice. It is merely a pressed in disc and sometimes turns sideways or falls out or even disentegrates which will then cause all flow to go to steering. Surprisingly enough, you may not notice any difference is steering action but may hear more whining from it. I am going with a gear drive tractor here not hydrostatic drive.
