Ok I pulled the primary pump off today and bench tested the pump. It'll prime and pump if I hold my finger over the small hole that faces the injection pump. I'm not sure what the purpose for this hole is. I know on the inside of the pump there is a seat and needle valve w/ a spring the corresponds to the hole. Also when I pulled the primary pump out a good bit of oil came out of the injection pump where it bolts to so I would assume that the primary pump would have been sucking oil through that little hole out of that cavity.
 
Well, now you're into territory that I don't know a whole lot about. Here's what I have learned:

If you have a type B injector pump, (It will have a B on the serial # plate, an A pump will have an A cast into the side of the Injector pump) the transfer fump will have a problem with the scavenging system to re-use the extra fuel in the pump. The fix is to tap the hole and put a set screw in the transfer pump. I'm betting this is the hole you have your finger over. Hopefully someone with lots more expirence on the subject can confirm what I just told you.

Can't remember exactly how all the parts are placed, but B primary pump has the bypass valve that I think you mention. Small hole is a passage to the suction side of the primary pump. Any fuel that leaks past the distibutor valves is supposed to be sucked in. If a original gasket is between injection and primary pump it has a small hole for the passage both ways its installed. If someone made a gasket the holes may not be open to each other.
Sump oil can get to the primary pump drive end.
 
Thanks guys. I pulled the valve out on the inside of the pump that corresponds to the small hole. I cleaned it up real good with emery cloth and reinstalled it. Seems to have solved the problem, but I haven't put it back on the tractor yet. I'll let you know how it make out with it.
