IH 966 PTO issues

I have an IH 966 with a remote PTO. It was working fine the other day, then went to use it to unload hay and the loader won't raise. Checked the fluids and the hydraulic reservoir on the outside was low. We put fluid in it and in the one under the floor and the tilt portion of the forks would work but the PTO was not engaging unless it was at high RPM's. We didn't unload the hay, as it was not acting properly and we weren't sure we could finish the job.

What would cause the remote to not engage except at high RPM's?
 
Do you mean you have a remote mounted, PTO driven hydraulic pump for the loader? The PTO is not remote mounted on the tractor.

It is possible that the oil pickup tube for the PTO has come out of place or the tube seal is leaking. To check it face the tractor uphill so that you have extra oil covering the PTO and see if the problem is still there. The normal full mark on the oil dip stick will put the put level at the middle of the PTO drive shaft. The pickup tube is just below the drive shaft so if the oil is a little low the seal may be above the oil level. If the tractor is facing down hill the seal and top of the tube will be above the oil level.

Another possibility is internal leaks in the PTO assembly, either the piston seal, or a worn housing where the sealing rings ride.
