Farmall 100 right angle PTO problems

I had to add a PTO to my 100 to run a Woods belly mower. My tractor only had the straight PTO shaft coming out the back. The small bevel gear on the tractor was bad and had to be replaced, so I took one off another PTO I had in the shop of a C I think. My problem is, this thing has so much gear whine I can't hear myself think. I can't stand to use it to mow my yard. I have the clearances adjusted with just a little play between the gears and both gears look good. Do these gears have to be a perfectly matched set from the factory. I would like to get this thing quieted down.
 
They are supposed to have the correct backlash, obtained with the proper size and number of shims. But, since you only replaced one gear, some noise will always be there. AND basically you will never get the right backlash on used gears, even if you have a matched pair. You may have some luck by using the other gear off the C PTO, but it won't be perfect.
 
I agree with CNKS, but I have to ask one more question. Is the gear lube level correct in the tranny, and is the PTO housing getting lube?
 
I added new 80/90W gear oil when I rebuilt the tractor, then added an extra quart for the PTO.
I will pull the plug on the PTO and make sure it's getting enough oil.
