856 PTO question

Hello fella's. My dad just recently purchased a 856. It has 2 pto shafts. We hooked up a woods 7' brushbull rotary cutter to it. I could not get the rotary cutter to turn fast enough to cut grass. I hooked the pto shaft to the bottom output shaft. I noticed the top shaft turned more RPM's . What am I doing wrong or is the clutches messed up? Thasnks
 
the top shaft is 1000rpm;the bottom is 540.you dont have to change shafts like the other brands do.If you think the pto is slipping,you will will have to test it on a dyno.
 
I doubt that a 7 foot mower is designed to run off of 1000 pto.

Most smaller tractors that it would be used on do not have 1000 rpm pto.

Did you rev your tractor to 540 PTO speed?

Like others said may be the slip clutch slipping.
