184 lo boy PTO

I have a Case IH 184 (owners manual has a 1994 date so I assume the tractor was made around then). Have been having trouble getting the PTO to engage. For a while, the PTO would come on and if I disengaged it, it would not engage again until until I let the tractor sit for a while (to cool off I assume). Not PTO will not engage at all unless I flip the PTO switch and start driving. Would that be an issue with the PTO switch itself or with the PTO clutch?
 
Brother in law had one. If I rember right that has a eletrical clutch. If it has check to see if it has a relay in the system.
 
Thanks for the replay. Would the relay be contained within the PTO switch? The tractor has a simple toggle switch sticking through the instrument panel. The switch has 5 connectors "tabs". Four of the connectors are used. The 5th one is not. Three of the 4 wires connected to the switch run into the engine area (haven't dug in there much). The 4th wire runs to the fuse. I've checked the fuse (10 AMP) and even replaced it but still have PTO problems. I assumed the toggle switch held the relay??
 
If you can't find a relay I would go to my caseih dealer and see if they will print out a wiring diagram. They may know whats doing it.
 
The 184 was built 1977-80.

There isn't any relay. Just the Ignition Switch, PTO Switch and Fuse. When the clutch is not working, check for 12V at the clutch. Also check for a good ground connection.
If not 12V check PTO Switch and wiring.
If you have 12V, 1. Check the brake plate clearance. 2. Check for clutch coil resistance of 2.6 Ohms or for 4.61 amps current draw.
If coil resistance or current draw is incorrect, the problem is in the clutch coil.
