Coating on tires

Some kind of whitish stuff builds up on the rear tires of a couple of my tractors. Its hard to get off but will dissolve in alcohol. These tractors sit in my garage and rarely see sunlight. Any idea what is causing this?

We just started getting the combine ready for wheat this week and the tires had some white stuff on them. The stuff on ours was between the lugs and most of it would wipe off with your hand. We thought it was mold. It was blown off in fall and placed in the machine shed with concrete floor. I know this isn't an answer, but don't feel like you are the only guy wondering. ;)
 
This stuff is more like a glaze. It will not come off with soap and water. Actually requires a solvent. I have cleaned it off before but it will come back in a few months.
