My A is hunting under no load at max RPM. I tried adjusting the bumper spring screw but it doesn't stop the hunting. I also tried adjusting the idle mixture but that did not the hunting either. The governor to carb linkage adjustment is set correctly.
 
Probably a broken spring in the bumper. Seems to be fairly common. If you haven't removed the bumper assembly I would sure take a look as they are very effective in stopping the bounce.
 
Adjustable or non adjustable carb main jet????. If it has the adjustment try opening it up some if no adjustment then the main jet is clogged up some. Yep BTDT on my BA and yes factory a BA is not and has not ever been built but I own one because I built it from an A and 2 Bs
 
I went to remove the screw in plug for the main jet, so I could spray carb cleaner on the jet and blast it with air. But I found the plug was crossthreaded, the treads in the carb body are gone, guess I need a new carb now?
