Finally got the dang thing fixed...partsman gave me the wrong spring!

Now can get hi idle speed just fine, but it surges 3-4 times before settling down at hi idle. My governor has the surge adjustment at the rear of the case, but I haven't tried to adjust it yet. Do you just turn this until surge stops? Never seen an H with one of these on it before, and no mention of it in the service manual. From what I can tell, they are common on power unit engines.
Were rebuilt governors offered on an exchange basis from IH at one time?
 
First off, take the surge screw out to see if there is in fact a spring in it and is not broken. To adjust, just turn it in while running at the speed it wants to hunt, turn in until smooths out and then check low idle. To much and it won't idle down. I like to see them bounce once or twice to assure a good active govenor. If spring is gone you can most likely find one at the hardware store, just a light compression spring.
 
Thanks Pete! I definitely have the spring. Had this thing apart about 20 times in the last week or so.
