Farmall 450 Gas full throttle

Hello,
I ave a Farmall 450 gas engine tractor. Starts just fine and dandy and runs well. But when I have the lever at full throttle, it does not seem to have a high enough RPM. I am assuming that I need to be at the highest throttle when I want the PTO to be at 540 RPM? That's the first question.
Second, how do I adjust the throttle to give me more? It looks like the adjustment (looks like something you twist and it makes a linkage get a little longer) is all the way out, so I can't adjust that anymore. What do I need to check/adjust? something with the governor?

Check for play/looseness in the pin that attaches the throttle lever to the rod that goes down alongside the steering shaft tube.
 
take the gov spring and go to tractor supply get a heavier spring , don't remember the number but it works great .
 
I would first use or borrow a laser tach to see what rpms you are actually turning at full throttle now, then go from there.
There is a ball joint swivel that screws onto a rod at the junction of the hand throttle lever right behind the air cleaner inside the mounting bracket on the left side. Replace it if the ball has a lot of play, the only way to tell is have someone on the seat move the throttle lever back & forth while you watch the rods to see exactly where the play is.
Linkages are usually worn at all the pivot points and may need to be bushed to take out the slop at each point.
As mentioned above the governor linkage to the butterfly on the carb inside the housing is always gummed up & sticky, I would try getting that cleaned out & lubed up first, the go to the linkage pivots to see if there is any major wear or egg shaped holes. The governor throttle stop screws may need adjustment also, but I would do that last after all the linkages are working properly.

Most tachs show the rpm the engine will be at for 540 pto speed. Sometimes it's not at full throttle. Been a long time, since 1964, since I put my time in on a 450, so don't recall if it was marked that way or not. My Super 55 Oliver was a couple hundred below rated engine speed, as I recall.
 
PTO RPM is 540, but that is at rated PTO maximum power, not Maximum engine speed (which is High Idle)
The PTO will turn 580 to 600 at high Idle. The equipment will not care one whit between 540 and 600, so don't be concerned on that account. If the hand lever linkage moves the governor control lever to its full travel, (and it should) the governor will need to be either adjusted, or the main spring replaced (I recommend a new IH spring).
