trying to replace the upper and lower bushings in the bolster on a single wheel super H. Whats the best way to get the old ones out?

Use a sharp cold chisel to cut a vertical slot in each bushing. Then use a small screwdriver or chisel to collapse the bushings into themselves.

A long punch will knock out the steering box lower seal.

i used an impact socket as a bushing driver to remove and install the upper bushing, the bottom bushing i drove out with a drift punch. i made a bushing driver out of 1/4 plate to install the lower bushing.

Me being a plumber have found many uses for making tools out of copper I keep around the shop. I have found that for the upper bushing 1 1/4" copper works perfect for driving that one out. A length of 1" is the perfect size for the worm shaft bushing.
