I have seen this on several tractors but do not know if it is considered normal, but if you are turning the engine over, and the tractor doesn't start right away, is it normal for fuel to drain from the carb? Just curious.

No, it is not normal, but will happen sometimes if the engine does not start readily. Keep your hands off that choke control.
 
Ok, thanks. Since you apparently know what you are talking about, why does my M carb have 3 screws on it, and all of the stuff I read only addresses 2? If I have 3, which ones do I adjust for a starting point?
 
The screw up by the throttle shaft controls how fast you want the engine to idle. The screw right under throttle shaft is low speed idle jet. The one in the bowl of carb. is your high speed jet.
