Farmall Cub Hydraulic Help

Having some issues with the hydraulics on my 48 cub, when you move the lever they don't do anything at all. This tractor is fairly new to me and runs great. I checked and the fluid was low when I first got it, do I need to bleed the system before it will work?

cycle the control back and forth will bleed the air out

I tried cycling the lever back and fourth with no luck. The oil level should be about 1.5" high and just drip out of the set screw on the LH side right?

The level should be up to the large fill plug at the top left side of the unit. Cycle the system several times with the fill plug out.
