i pulled everything off to get to the brakes to replace them, on the left side, it had a short shaft and the brake band was wet with oil, on the right it had a long shaft and the band was dry. is the purpose of the pans on the bottom there to collect oil to drain out, do i need to replace a seal
 
What tractor? Regardless you need to replace the seal. The A,B,SA have pans but they hold oil for the final drives, nothing to do with the brakes.
 
i have a super a, and apparently i need a seal, do i just replace the left or both the right brake is dry i think the pad on that side is gone but the band seems dry
 
The left is difficult to access, the right is much easier. Do the one that leaks. Pull the seal out (If I Recall) with 3 or 4 metal screws into the seal body, use a flat bar to pry on screw heads evenly to pull it out. Jim
 
It is hard to tell from your description as to which seal is leaking but now that its apart replace both. The pan on the bottom needs to be full as thats the way the gear on the ned of the diff shaft and bearing gets its lube. I replace them first thing when getting a new to me tractor as they usually need either on or both and i always want good brakes.
