Wedge Lock wheels

I need to adjust the rear wheel width on an International tractor with wedge lock wheel hubs/axles. I do have the outside wedges on both wheels loose. Did this by soaking with penetrating oil and backing the bolt out using a cheater bar. Eventually the outer wedges came. I do not have the "horseshoe" tool from the factory. What are some ways to get the inner wedge loose? The bolts will come out and I can remove the outer wedge. Can I put a good size shaft in there after I remove the outer wedge and hammer on it with a sledge??? Any ideas will help. Thanks.
 
Drive it around and step on brake it should break loose,that is what I had to do as tool that came with tractor could not do it after years of rust on wedge.Scott
 
We made a set of plates that worked for us . The bolts go through the wheel hub next to the locks have 2 bolts. You need about 4-5 feet of pipe on a 3/4 or inch drive wrench to pull them loose though.
If the wedges are going in more than about a 1/2 inch when tightened up the wedge or the wheel is worn on the taper.
 
As long as you have the outer wedge out you can drive the inner one out. The trick to get those wedges out is to hit the TOP of the axle on the end, not key way side, with about a four pound hammer with wheel turned so wedge is on top. Tighten them that way also or you will have to retighten them several times after .
