Can I put a 14.9-28 tire on a 11in rim?

Short answer is don't try it--I assume you have an H or M, the H does not need more than 12.4-38. Some have put up to 15.5's on an M, but I think they are kidding themselves. Good enough traction with 13.6's. I am not talking about tractor pulling, that is a different world from tillage.
 
His is 28" on some utility tractor, not 38". Can mount but sidewalls will be pulled in.

Hi Michael, we had 14.9x28 on our 454 and when we cranked the pump up, had to put 16.9x28 on it for traction with the extra HP. Can't remember if they were 11 or 12 inch rims.

If the price is right, I would. I've got 15.5-38s on my SM, with rims for a 14.9. It ran year round hauling manure, raking hay, moving wagins, basically anything I could do with it I did, for 5-6 years, and the treas doesn't show any significant uneven wear. When you get into soft ground, you will use the full tire width. I think the more-rounded tread area actually helps push the mud out from under the tire.

The 14.9 was the next step up from a 13.6. Lots of Farmall Ms with the 11" rims and original 13.6 tires got re-fitted with the 14.9s. They fit the 11" rim just fine. Go for it.
 
General rule of thumb is you can go one size wider without a problem. That means an 11" rim should handle a 12" or current 13.6 okay. 14.9 is the old 13", so it's really 2 sizes wide. Yeah, it can be mounted, will hold air and keep the rim off the ground.
 
I sunk my tractor up in the mud today, the bald tires just dont cut it in the heavy clay ground we have. With good tread I would have been fine. I think Ill see about getting them and mounting them up. I need tires pretty bad. I can always find a 13.6 later one some time.
