how does the two bottom attachments work? they are loose but are they some type of locking device? any advice on getting it off

Take the nuts clear off the rad should slide sideways enough for the heads to come loose from the radiator. The bolts are carriage head and fit in the slots of the radiator but sliding the radiator sideways the heads will clear.

The project isnt an easy one but clean the threads on the bolts removed so you can replace easy with your fingers.
