340 utility clutch

I have a 1960 340 utility with five speed trans and when i push the clutch in it does disengage enough to stop the tractor but not enough to shift between gears when sitting still or even put in gear. I have adjusted the clutch to its max and when checking the throw out bearing assembly through the inspection plate it appears to be working fine. It isn't missing any pins or bolts and moves very freely. I can see the three arms on the pressure plate and those appear just fine also. Once in gear the clutch does't slip at all either. Any ideas what could be causing the problem.
 
When I had these symptoms on my 460 utility, it was the TA clutch - learned this after changing out the engine clutch and not fixing the problem.
