Power Steering Trouble on 504

My power steering is not working well, if at all.
I have a row crop model which seems to have been retrofitted from tricycle to wide front axle. The reason I think it's a retro is that there is no hydraulic cylinder controlling the steering. Just a steering gear box.
When the tractor is stationary and running, it's hard to move the wheel much at all. When I get moving I can steer, but the wheel often seizes up or feels like something is grinding.
It really feels like the the torque generator thingy is all jammed up, not anything in the axle or steering gear. When I make a turn while moving, I often get a serious drop in power, both in the engine and in my hydraulics. I grew a brain cell and checked the fluid in the gear box over the axle and found it to be really low. Filled it up and didn't notice much difference, but did find that my nice new fluid was leaking out where the steering shaft comes in.
I just can't win!
So I'd love some advice on getting all this nonsense sorted out. What do you guys think is causing the power steering trouble, and how do I fix the leak?

On a tractor from that era, they wouldn't use a hydraulic cylinder.

Your steering box is probably badly worn and in need of service/rebuild/replacement. Take it apart, see what's wrong, fix it. That's all you can do. There's no magical common failure point, adjustment or additive that's going to take care of it.

My manual tells me that the wide-front farmall has a hydraulic cylinder which should be located somewhere in front of the oil pan. Regardless, I don't have one. There's the "gerotor-type" hydraulic torque generator in the steering column, the shaft and linkages, and then the steering gear over the axle.
Now, I'm feeling the steering column bind up, not so much the steering gear, although that could be screwy as well, seeing as how it leaks. I'm wondering if I shouldn't address the hydraulics in the column first, then see about that gear box...

I have a 504D that was originally a NF converted to a Speeco WFE. Same issues that you have. My binding is worn u-joints and shafts. I have a complete set from a parts tractor that I have yet to install. I think it will solve my problems. Price u-joints, they are about $75 each and I think it has 4 of them. Good luck.
