Is there anyway to make the brake on a 1973 IH 674 perform the way they're supposed to?

I've bled them till I was blue in the face and still end up pumping them when I need to stop.

HELP

Hi, there are a few things to check before replacing the brake "O" Rings. Check for leaks on the brake master cylinders and brake lines that run from the master cylinder back along the top of the transmission and into the rear end under the seat.
If the hydraulic fluid supply is poor due to clogged restrictor or MCV malfunctioning the brakes will get air in them.
There was an improvement on the 684 brake hydraulic fluid supply by adding a reservoir for the master cylinder. See caseih.com parts 684, 1287885C1 RESERVOIR.
