400 rockers lever oilers

How does oil get to the valve spring side? The lifters are getting plenty of oil from the journals and canals on top of the levers. On the spring side it"s stays dry. Should I run it longer or are there journals in the valve side of the lever that may be clogged that I can"t see? Thanks ...Tim
 
The rocker arms/shaft are lubed thru the pipe (center of the rocker shaft) that is inserted into a hole in the cylinder head. Is something plugging the passage? It will take a moment or so for oil to get to the upper reaches of the engine and to re-fill the hollow rocker shaft.
