The spoked wheels originally had lugs on them. The owners had them cut off and rims and tires installed. Cast wheels with rims and rubber tires were offered from the start in 1939. Due to WWII many were sold on steel, many of those were later converted to rubber.
 
In 39 when they came out with them the familiar cast wheels were issued, all steel was a special order and was most prevalent during the war years due to the rubber shortages, you could order a tractor with all steel up until they came out with the hundred series. They were still available, but only until the then present inventory was used up.

Actually there was a thread the other day that stated steel was available up until the 06 series. Most of the all steel tractors at that time were for export according to that thread.
