1086 shifter help!!!

just bought a pretty beat up 1086. the range where it goes from park - Neutral - Reverse is giving me fits... I have the seat tore off, floor plate removed but the issues looks to be with the shifter handle its self. I'm looking at the diagram on IH's website, transmission controls for 1086 and it looks like part 23 isnt engaging with part 25. I have some detailed pictures i took with my iphone that i can email but can not figure out how it needs to be...with parts 28 and 27 in the way its a real bear!!

Any input would be great!
 
One time on our 986 I found a penny wedged down in the range lever assembly. Seeing as dad like to carry about 10 dollars in change on him I can only imagine that is where the penny came from. In summary it could be something like that or a flat washer or some other debris. Good luck.
