12.4 x 38" tires fit very well on 10" rims. Actually, I need a set of 10 x 38" rims for my "H".

They will fit, but pinched in at the rim, giving a curved tread and less traction. IH usually specified that the rim width could be one inch less than the tread width. On the other hand if you mean 12.4-38 which is the same as the old 11-38, they will fit fine. The replacement for 12-38 is 13.6-38. 12 is the tread width, 13.6 is the cross section.

I have a set of 10" rims that I would like to trade for 11" rims. The tractor has 12.4, I would like to go up to 13.6"
