1. Someone standing on the brake for the skidding wheel.
2. Siezed bearing in the final drive on the skidding wheel.
3. Siezed brake on the skidding wheel.
4. Foreign object wedged in the final drive gears of the skidding wheel.

If the tractor has been sitting for a long time, I would expect rust has everything to do with the problem.
 
blunted, either the engine is stuck, or if the tractor has been left out side in the weather some rain may have filled one cylinder and the engine has locked down for the engine can't compress H20.
Fix,, remove plugs and attempt to pull it, if it frees up the pull farther to thoroughly clean and dry out the cylinders, clean and replace plugs and away you go.
If the engine is stuck, Do Not Pull any more in gear you can damage the engine, Bend and break engine components
Figure out what you are going to do, and go down that path as freeing up the engine shoot ATF into the cylinders and start by jacking up one rear wheel and rock it back and forth it will break free in a while,if you have to tear down that is another matter.

How are you pulling it? - On dirt or pavement? You can tow a thactor all day when on dirt and slide the wheels if it's in 1st and sometimes 2nd gear What gear do you heve the the tractor in?

Can you tow it when out of gear? = That will rule out a problem in the rear end.

Can you turn the engine over by hand or crank?
 
yes to both;; thank you.. john a gave me an idea of his, allways pull in only high gear. makes sence. will try when i get the rebuild to start. thank you all for the help.....
 
If pulling in 3 keep the speed to 4 mph or so, in 4th going 10 mph is OK, 10 Is pretty fast though. In lower gears it takes so much effort to turn the engine through r=the gear ratios that the tires skid, With a differential, one will turn forward, and the other backward because of the spider and side gears in the dif. Jim
 
that only happens when your pulling it in too low a gear . need to use one of the two top gears like 4th or 5th.

I usually pull start my M/H in 4th on the gravel. That would be why they spin a little.
