H Carb Vent

At the very bottom of carb is a vented passage, capped with a plug with a small hole in it. It runs directly up at 12 o'clock. Upon removing this cap, by tapping with small punch from the inside no filler material was found in there. There is no solid piece of felt packing in the kit. Is there supposed to be a solid packing for this? Can I substitute another material?
I never had this out of previous carbs I did, but as I could see a lot of daylight through it I believe it needs repair. A lot of dust or whatever could walk up there the way it is now.

I'm NOT sure which oart # is the filler material and which is the plug with the hole in the center.

Just rip off a chunk of a tee shirt, roll it into very tight cylinder and pack it in there so it is TIGHT. It is there to keep dust and dirt from getting in while at the same time allowing condensation to get out.
 
Thanks Loren. That's where I was going with the "substitiue" question. I have some lint free gun cleaning material.

CaseIH is very proud of those parts. 27445DB is the felt filler at $9.27. 57957D is the expansion plug at $3.84.

The felt filler is 7/16 OD x 12 long. The expansion plug is 7/16. The last expansion plugs I got from NAPA, cost me $.60 apiece. For the felt I have used a gasket punch and cut them out of the felt ring that comes with the M gasket package that is supposed to go behind the water pump pulley or from the rear main seal. I have also used a piece of oil wick for a Delco 30MT/35MT starter. The starter wick is a little small on the OD so you have to cut it a little longer and reshape it a bit.
