The PTO slowly turns on my H when disengaged. You can easily hold it and it stops.

Is this normal, or do I need to adjust something?

Mine does the same thing. I think it is because the pilot (the tip, or whatever it is called) rides in the end of the countershaft and when there is no load on the PTO it is easy for it to just sort of go along and spin slowly even though the splines are not engaged.

Slow turning when disengaged is caused by viscous drag of the gear lube "dragging" the PTO shaft around. (With the engine shut down manually turn the PTO - you will feel the viscous drag.)

Now if the transmission has SAE #140 gear oil in it, draining, flushing and refilling with lighter 85W-90 gear oil MIGHT stop the shaft turning. But it also might not....

Aside from the safety issue, a drifting PTO shaft causes no other problems. However never grab the shaft on ANY tractor while the engine is running!
 
Yes they can do that the lube is cold and just the friction from trannys shaft is causing that. My Bs and As do the samr when its cold.
