with the head not on yet, with all the timing marks in line and #1 piston is up, why isnt the rotor at #1 on the dist cap? thanks.
 
Are you sure you have the piston coming up on the compression stroke? Put the push rods in #1 & watch to see that they are both down as you rotate the #1 piston up to TDC.
Either way, the distributor can be pulled out (2 cap screws & clamps) and the rotor pointed where you want it . Factory setting was at 2:00.
 
i did pull out the piece that the rotor sits on and foun one beveled tooth on the little gear ant two that faintly looked beveled on the biber gear. is that "c" spose to be on the bigger one? i was looking at just the teeth.
 
Wait until you have the head on and the valves adjusted then you can find the compression stroke
and your timing mark should be aligned and both valves on No.1 piston should be closed. Hal
 
If you have the timing marks all lined up with the ytwo dots on the cam lined up with the two dots on the mag drive the rotor should be pointed around the 2 oclock position. Did you have the end of the mag off then you could have got the gears out of time. Just remove the three screws and turn the gear so the rotor points to #1 on the cap and now is the time to do it before the front cover is on as you then can turn the engine over and make sure the mag fires a plug with cap and wirews on.
