why, when the timing marks line up, then one rotation its off a tooth, then one more rotation, and it gets back in time. is that the way it works? also, is there a way to fine tune it befor you start it from a fresh rebuild? thanks again for all the nolage from everyone.

That is probably what you are seeing. One of the teeth on the cam gear should have a single mark and the other a double mark. The single aligns with the crank gear mark. The double aligns with the mark on the governor/magneto gear. You have to turn the crankshaft 2 full revolutions to bring the proper mark back to the starting point.

You can static set the timing before you ever start the engine (procedure in the Owner's Manual). It shouldn't be necessary to do any additional adjustment after you start it.
 
Yes thats what you are seeing if you look close you will see one place hass two marks and the other has only one dot.
