Angle iron bracket on Cub?

On a 1976 cub (white/yellow) which has a snow plow, cultivator, ag plow, grader blade and bar mower...there is a bolted angle iron bracket running from the rear axle to the front end (on either side of the tractor). There are no holes on the angle iron or wear marks. It appears that this bracket interferes with mounting the attachments, which attach either to the rear axle on front end. The cub originally was owned by a small nursery. What might have been the purpose of these two axle iron brackets?
 
Jeff, Is it posiable that the bracket is a homeade step? to hepl get on or off the tractor?

check the right side of the engine. just behind the ear where lower radiator hose comes through for a crack where the ear and block join. They sometimes crack there and that may be a reinforcement. Some pictures would be helpful.
 
Upon closer inspection today, the frame is for the snow plow mount. My dad has as similar mounting system for an international C
