656 tappet cover

If the gasket seating area is clean you shouldn't need any. I usally use Hi-Tack or something like it to stick the gasket to the valve cover to help keep it in place, but if you have clearance issues and catch in on the rocker arms you could have a bigger problem.

Since it is a cork style gasket I just use a little grease on both sides. You will most likely have to straighten your cover, especially around the screw holes. A damaged cover will not provide enen pressure on the gasket to get good sealing. Grease helps keep the cork soft enough that it does of better job of sealing the oil. Using grease does mean that there will always be enough residue to collect dust so it is not too popular with people wanting to keep their tractor pristine. Do not over tighten the cover or it will damage the gasket and will split your new gasket. The seals on the screws also get hard and will allow leakage around the screw holes.

You can use RTV sealant either on the gasket or instead of a gasket but if you do the surfaces must be absolutely free of oil or you will have oil leaks. Use just enough RTV to get a good seal. If you have beads squeezing out you have used too much.
 
TWO things to check over first. Make sure the cover is not bent or warped. Replacing the cover screws #375612R (have the rubber washer on them) is advised too!
 
IH gaskets set still come with the neoprene gasket and they must be free of oil to seal properly. I put them on dry. Don't over tighten. Of course , like others have said , cover must be straight. You could of course use silicone but it will require letting it partially cure before you tighten it down or zip, out it will go. I'm talking gasoline engine here. Diesel uses a composite gasket and I glue it to cover. That cover is harder to get straight so silicone will make up for some imperfections.
