A tractor made by International for mowing golf courses. The man who lived 2 doors from me owned a 1940s International Fairway. His was an A with a 4 foot deck mower and different tires.. and an huge umbrella. He got it from a golf course in the 1950s that had bought a cub to replace it.

Somewhere I read in the late 1920s International/Mccormick Deering bought a golfing supply and maintenence company named Fairway, and they manufactured Fairway Mowers. They continued to build the mowers using their tractors to power them.

Its a Farmall, When the farmall was introduced it was the only model and was called the farmall, once the F30 and F12 was introduced the Farmall became the F20. needing a way to differentiate the Farmall tractor from the Farmall series the term Regular Farmall was adopted and soon shortened to Regular, thats why the tag says Farmall Tractor not regular.
The Fairway model had extra wide steel wheels with rounded edges and the rear lugs were large round rivet heads. The W12 was also produced as a Fairway model.
