IH Excavator wont start after winter

My husband has a mini excavator that won't start after winter. It did actually start and run for about a minute and then stopped. He took out the fuel filter and it was horribly icky. He couldn't find a replacement, so he cleaned it really good with starting fluid. It still wouldn't start. The battery is ok. Cany anyone give me any ideas on what it could be to try? Should the fuel filter be ok being cleaned like that to at least start? He's going to get a new one, but no one was open yesterday to buy a new one. Any help or ideas would be appreciated. Thanks so much. I think it's a model that has a 90 in it.
 
Hard to clean a fuel filter. Did he bleed the lines after having the filter off? I'd loosen the nut where the line enters the injection pump and see if theres fuel there. If theres fuel there, then check if fuels getting to the injectors.Wish I had a wife that would help me with tractor problems.LOL Kent

I have to say, it is the first time on this forum I have seen the words "horribly icky" used to described a fuel filter.
You are a dear for being apart of the solution and your description of the filter made me smile!
