966 PTO won't disengage !! Help

I have a International 966 PTO not disengaging. What do i need to check to trouble shoot this ??? The Lever and shaft slides up and down ok.

If your valve stem goes all the way down into the nut where it is supposed to, no dirt under it, your clutch pack is smoked or brakes are worn out. If the brakes are good they will be worn out if allowed to turn with pto shut off as they are released with pressure when pto is engaged and spring loaded when shut off.

i got an 806 with the same problem to hook something up you have to shut it down but then when you start it back up it may turn a little but then will stop

Mine won't stop at all, when its on the spreader i don't have to even turn on the Pto. How tough is it to rebuild??
