Where does the springyness come from when you pull back on the liftall handle? I had mine apart today to put new seals in it and hooked it back up and it doesn't feel right. The bad part is I don't remember what it felt like before to know if it is wrong. I can't think of anything that I would have messed up when I was in there.
UNLESS! Was there something I could have missed when I put the two halves back together? Like something didn't get lined up?
 
The lever that goes to outside of case has to go into the mating cam inside. Kind of tricky. I usually pull cam lever on pump to the lift locked position when putting pump back in case. I think that is your problem unless you didn't get the large cam lever spring back in properly.

I probably missed that. I didn't have any of the other stuff apart other than splitting it in half.
