I had my H overhauled a while back and ever since it has a surge at the lower throttle settings. I helped in this overhaul and can't tell if I have the throttle shaft connected to the governor correctly or not. It appears to me that there should be a spring on either side of the pivot point. Do these springs need to be replaced? Is it likely that the carburetor might need adjusting and cleaning? This tractor has done hardly any work in its life and never had the surge before the overhaul. Maybe someone out there has had a similar experience? I had it overhauled because it seemed like a little oil was getting past the rings, etc. It sat a lot during its lifetime on my uncle's farm.
 
You need to adjust the throttle shaft going from the govenor to the carburetor it is not aligned right. My H did the same thing after I took it off to fix a leak and I moved it up a little bit and it stopped the surging.
