SMTA head bolts

Guys,I am working on my smta with c-264 block. Head studs looked bad took them off ,ordered new ones from IH.Have 12 long ones and four shorter ones. Can someone please tell me where the short ones go. My bad, should of mapped them. Now need your help telling me where they go. My service manual does not tell me or I did not find it. Thank You, Tony
 
It should be just the other way around, four long ones and the rest short.

Two of the longer bolts are used to fasten the throttle linkage to the head, rear left corner. The other two are used with heavy washers where the two pipes go through the head, one between cylinder 1 and 2 and the other between cylinders 3 and 4.
