Amp meter reading

My farmall M 6 volt amp meter show a discharge all the time, if I rev up the engine it shows more discharge. The amp meter is hooked up correctly and I have checked it with another meter. To generator was rebuilt be a shop in town that I have used before and show an out put.
Anyone got suggestions on what the problem might be?
 
may need to polarize the generator, momentarily touch batt. terminal to arm terminal on regulator with a piece of wire.
 
BOTH That supposed repaired genny as well as the Voltage Regulator or Cutout Relay require a good ground ya know and the genny needs Polarized as posted below. If that dont help Para 5 of my Troubleshooting procedure tells how to full field the genny to see if non charging is a Genny versus a VR or Relay problem.
