756 pto and steering troubles

I have a 756 D that the PTO turns continuously. I put the sole of my boot against in and it does not even offer to slow down. Kinda got a whine in the steering also. Any clues on how to correct either would be greatly appreciated. The whine goes away when you turn it to the stops in either direction.
 
The PTO is either out of adjustment on the pressure for engagement or the brake is shot . I would guess the later. For the steering change the filter. If it still whines check the pressure at the MCV or you can get a new pump for it for about $300.00 and the gasket extra.
 
if your disks on the pto are warped from slipping and getting hot will not stop turning just replace disk and set pressure , on the steering i dont know forgot used to work on them all the time 15 years ago
