Is the red light when switched on supposed to normally blink? I can't find a "short" in the wiring anywhere, but when moving the red light blinks. The regular work light works fine with no blinking.
 
Does it flash at a steady rate? If so, it could have a flashing bulb such as the No. 257 (12 volt). This bulb will stay on for couple of seconds to warm up and then flash at a steady rate. The No. 257 bulb is sometimes used as a flashing warning light such as low oil pressure.
If the flash is not steady and flashes when you move the light, it's probably a loose connection or bad ground.
