You'll have to try them. I think they are going to come up short. 9' long only fits a wheel diameter of about 3'. Being 20" wide might help the ends reach, but until you try them...

I think you might be a little short if you have 11.2 tires, but if you have small tires I would think you might be fine. It also could depend on how much tread the tires have and what type of chains. One easy way to estimate is to take a 20" piece or string and lay it over the tire so it hangs down evenly on both sides and measure from the end of the string to the edge of the rim. Multiply by two and add 26 for the rim and that gives you the diameter of the circle the side of the chain needs to make.

I'd say they'd be plenty long as the side chains will hit about the middle of the tire and be a much smaller circle than the outside diameter of the tire.
 
If I remember correctly, circumference = 2piR where pi = 3.1416 !!! It's either that or pi x R squared (one is area and the other is circum) Go measure the diameter and divide by 2 then do the multiplication. A's came with 24" rims I believe. Craig
 
you have the chains and you have the tractor, why waste our time with the question, go try one on and see if they fit.

I believe the chains will be fine. A small turnbuckle purchased at your local hardware can be used as an adjustable fasterner.
A few well placed bungees will keep them snug but flexible.
