Put a new set of points and condensor in my H and it smooth it out,but now I have a new problem.Even though the choke contol rod is in the open position,the butterfly will close killing the tractor usualy when I am in the road trying to open driveway.Is there a way to tighten the shaft.Thanks Bill P.S.6-12" more tomorrow night

Most of those are either missing or non-functional.

I think that either the choke plate is loose on the shaft internally, or the lever on the outside is stripped where it mounts on the shaft.
 
Quick fix until you get time to do it right, small pull spring hooked onto choke rod right at the carb anchored any place convenient.
 
On my H the shaft was loose in the little operating arm. Take the carb off. Get it set so the butterly and the arm are in the right location. Mark them. Remove the choke shaft and braze the arm to the shaft. Be careful not to burn down your shop...
