c starts hard

my brother in law brought his hard starting c up yesterday. it will only start if the throttle is at the lowest setting. tractor runs perfect once running. seems to be burning some oil, we did a compression check and 3 are at 125 lbs the other at 120.any ideas?? thanks in advance.
 
The compression is fine. If the choke is used judiciously, it should start at any throttle setting I would not recommend more than 1/2 throttle as there is no reason to rev it while it builds oil pressure.
Is it a mag ignition or distributor?

Is it spinning over well or slowly?
some answers depend on that.
Does it produce full power when warmed up or is it anemic?
some answers depend on that.

Before I hooked up the choke rod on my Massey 35 I had to put the throttle all the way to slow and then pull it toward fast as I pressed the start button. That's all I can think of, but it may not be right.

You probably should do a tuneup with new plugs, wires, points and condenser. You should be starting the engine at an idle. If you have a mag make sure the impulse coupling is snapping when cranking as this gives a hotter spark. Hal

The mag has a set of points and a condensor in it just like a battery ignition distributor. The owners manual for that tractor will show how to do a tune-up.
