int 300 utility hydraulics

I have 300 utilitiy that will not lift. I have flow but no pressure. I have replace the pump,replace filter, replace orings. I need some idea were to go next.

I'd guess your problem is a weak or broken spring in your regulator/flow control valve.

I do not have a flow contro spring .my tractor does not have power stering. If the pressure relief spring adjustment is to tight would or could this be my problem?
