Loss of hydraulic power

My 300 utillity tractor used to have allot of power on the fast hitch. I could lift the back wheels off the ground when I had the blade on. Now it can hardly move it up or down and it jerks going up or down also. How can I find out if my problem is with the pump on the tractor or if its a problem with the hydraulic cylinder? Where do you check the pressure at? Is there anyway to check out the cylinder? I don't know much about hydraulics but thought I would see if I could find out something on my own before I pay to have someone look at it.
 
My first step is to determine if it is low on fluid, or the flid is milky and watered. Under the seat is a fill plug with dip stick.
If that is OK, the inlet screen might be plugged up (it is under the top cover under the seat) painful to get off. The screen is pricy, I would make a new one from 100 mesh brass and a coil spring, and some silver solder. But that is me. If those are OK, it could also be a air leak on the intake (suction) side of the pump. Good luck, Jim
 
When the weather gets cold even a little moisture/ice in the hydraulics will clog the screen filter. Recently I had similar symtoms, new hydraulic oil and filter fixed it.
